PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, December <br />5, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding Irv Carr's request to rezone the proposed plat of Carr Addition from R-1 Rural <br />Residential to a Planned Unit Development. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. David Bawden <br />Mr. Ben Deemer <br />Mr. Micahel Terry <br />Mr. Roy Shumway <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 8:32 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Dennis Strange - 8750 157th Lane N.W. - Stated that his is the last lot on 167th, which is a turn- <br />around and dead ends into a park area. Irv Can' is proposing to make a road through this park; he <br />already has a road proposed at the end of the park some 600 feet away; why does he have to plat a <br />road through the park when he has another road at the end of the park? <br /> <br />Commissioner Shumway replied that the area to which Mr. Strange refers is not a park, it is a <br />continuance of a trail to get to a park; the road does not go through a park but rather the trail <br />crosses the road. <br /> <br />Sam Juncker - 8750 169th Avenue - Stated that his first notice from the City regarding the plat <br />stated there would be 43 lots; he received a notice dated November 16 stating there were 72 lots; <br />why was the number of lots changed. <br /> <br />Chairman Zimmerman replied that the application was changed from a regular plat at 43 lots to a <br />PUD at 72 lots. <br /> <br />Sam Juncker - Inquired if Carr Addition is under the January 1, 1990 4 in 40 density zoning <br />deadline. <br /> <br />Chairman Zimmerman replied that the plat is under the January 1, 1990 deadline. <br /> <br />Sam Juncker - Inquired if the housing standards apply to Carr Addition. <br /> <br />Chairman Zimmerman stated that this hearing has nothing to do with the types of homes to be built <br /> <br />Planning & Zoning Commission Public Hearing/December 5,1 989 <br /> Page 1 of 2 <br /> <br /> <br />
