PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday,
December 5, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.,
Ramsey, Minnesota regarding Hokanson Construction's request to rezone the proposed
plat of Heatherwood Hills Addition from R-1 Rural Residential to Planned Unit
Development (P.U.D.).

Members Present:

Mr. Gerald Zimmerman, Chairman
Mr. Roy Shumway
Mr. Terry Hendriksen
Mr. Charles LaDue
Mr. David Bawden
Mr. Ben Deemer
Mr. Michael Terry

Also Present:

Community Development Director Mark Banwart

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 9:37 p.m.

Kirk Corson was present representing Hokanson Construction. Mr. Corson stated that
Heatherwood Hills was first submitted as a straight forward 2.5 acre plat but after the Park
Commission requested trails along the creek, the developer felt it would be better to plat the
property as a PUD. The PUD will meet the one unit per 2.5 acres density requirement.
The purpose of the PUD in this case is to maintain flexibility to develop the lots, to give the
City what it desires for trails and to preserve the wetlands. The developer is requesting an
access onto Hwy. #47 and Mn/DOT has requested a turn lane going south and a by-pass
going north.

Sean Towle - 16400 St. Francis Blvd. N.W. - Stated that he lives on Duff and Towle
Estates and submitted a petition signed by 51 residents (see Attachment A). Sean stated
that he and area residents are also opposed to any access onto Hwy. #47 and to any
development on Lots 1-4 to the north. Sean stated that the area residents would like to see
the integrity of 2.5 acre lots maintained.

Jeanine Duff - 16400 St. Francis Blvd. N.W. - Noted that when Duff and Towle was
platted, the direction of their home had to be changed to be consistent with future road
alignments in this area.

John Amies - 16129 St. Francis Blvd. N.W. - Stated that his grandfather had a difficult
time selling the subject property and all of a sudden the rules change to allow a PUD which
permits calculating swamp land as part of the property. John stated that he has been a
resident of the area for most of his life and if the water table comes back up to where it was
for many years, the City will have problems using this area for trails. John stated that he
signed the petition opposing the PUD and he would like to see the land developed at a

Planning & Zoning Commission Public Hearing/December 5, 1989
Page 1 of 2
