PLANNING AND ZONING COMMISSION
PUBIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday,
December 5, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.,
Ramsey, Minnesota regarding Hokanson Construction's request for preliminary plat
approval of Heatherwood Hills Addition.

Members Present:

Mr. Gerald Zimmerman, Chairman
Mr. Terry Hendriksen
Mr. Charles LaDue
Mr. David Bawden
Mr. Ben Deemer
Mr. Michael Terry

Also Present:

Community Development Director Mark Banwart

Members Absent: Mr. Roy Shumway

CALL TO ORDER

Chairman Zinzmerman called the public hearing to order at 9:56 p.m.

CITIZEN INPUT

Sean Towle - 16400 St. Francis Blvd. N.W. - Stated that in addressing the concerns of the
constituents in the area, he is requesting that the Commission table any action due to
mitigating circumstances and in appreciation for the 5t signatures on the petition and also to
allow time for the constituents to meet with the developer to reach a compromise; moving
forward would be an attempt at deadline development and irresponsible. Giving the
constituents an opportunity to speak with the developer on a personal level outside a
meeting situation might allow the citizens the opportunity to rectify the situation.

Commissioner Hendriksen noted that if any of the citizens are interested, Section 170.016
of the City Code gives the criteria and procedure by which the City will make a decision on
a PUD.

ADJOURNMENT

Motion by Commissioner Bawden and seconded by Commissioner Terry to adjourn the
public heating.

Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Terry, Deemer,
LaDue, Bawden and Hendriksen. Voting No: None.
