Council Update <br />Short - term Road Closures. Staff received a news release from the Minnesota Department of <br />Transportation of short-term closures planned for Sunday morning, April 1, on westbound <br />Highway 10 and southbound Ramsey Boulevard in Ramsey. Westbound Highway 10 will be <br />closed and detoured from 6:00 a.m. to about noon on Sunday, April 1. Southbound Ramsey <br />Boulevard will also be closed at that same time to allow access to the worksite. The closure will <br />allow crews to replace a transformer at the base of a damaged signal pole. Attached to the <br />Weekly Update is the notification of road closure. <br />Press Release: Construction Starts on Ramsey Northstar Station. A press release was <br />received regarding the ceremonial groundbreaking event March 27 at the Ramsey Station site. <br />The release outlines the events of the groundbreaking, includes quotes from Anoka County <br />Commissioner Matt Look and Mayor Ramsey. Photos are included as well. Attached to the <br />Weekly Update is the Press Release regarding the Ramsey Northstar Station Groundbreaking. <br />Northstar Commuter Rails: Ramsey Station. Information was received relating to CTIB's <br />2011 Capital Grant for the Ramsey Rail Station. Attached to the Weekly Update is the CTIB <br />Report to Legislature. <br />Ramsey Employee highlighted in AFSCME Labor Union Publication. The March 2012 <br />Stepping Up publication, through the AFSCME Labor Union, highlighted Terry Byron, Ramsey <br />Public Works. The article is titled "Make the Most of Winter" is about flooding ice rinks and <br />features pictures of and quotes from Terry. Attached to the Weekly Update is the article titled <br />Make the Most of Winter. <br />Notification of Approved Residential Facility for Adults with Development Disabilities. The <br />City has been notified by Anoka County in regards to approved residential facility for persons <br />with developmental disabilities on Waco Street. According to Anoka County, up to four (4) <br />young adults, over the age of 18, have been approved for the site. These individuals will be the <br />residents of the home. An on -site manager will provide 24 -7 support for residents of the home. <br />The City has also received a Building Permit Application for approved improvements to the <br />residential structure. If you have further questions, please contact Kurt Ulrich or Tim Gladhill. <br />Also to note, based on the City Council Strategic Planning Session, Staff is in the process of <br />preparing a Work Session Case to review Minnesota Statutes related to permitted residential uses. <br />The topic is currently on the list of Future Work Session Topics and should be in front of the City <br />Council in the near future. <br />Stoney River Update. First Phoenix Group of Ramsey, LLC has submitted an Application for <br />Building Permit to the City. According to First Phoenix and Lord of Life, the intent is to <br />complete closing on the Property in mid -April. Staff has been working with both parties over the <br />past two (2) weeks in preparation for closing, which includes completing recording of the Plat and <br />associated obligations. First Phoenix has requested that the City begin reviewing the Building <br />Permit in the weeks leading up to closing in order to be able to issue the Building Permit as soon <br />as practicable after closing. Staff is working on reviewing the Application for compliance with <br />the approved Site Plan and verify unit counts. <br />
