County of San Diego, 2011 <br />WL 6450742 (9th Cir. 2011) <br />The Ninth Circuit has jurisdiction over Alaska, Arizona, California, <br />Guam, Hawaii, Idaho, Montana, Nevada, Oregon, and Washington. <br />NIN IH CIRCUIT (CALIFORNIA) (12/23/11)—This case addressed <br />the issue of whether a county's 20-year failure to enforce land use regu- <br />lations against a church holding religious services without a required use <br />permit equitably estops the county from enforcing the land use regulations <br />against the church.
