(2) No ATVs may be operated on the roadway or within the right-of-way, including <br />the ditch of a trunk, county state -aid, county highway or state highway in the <br />Designated Restricted Use Area at any time. <br />A direct crossing of a street, roadway, county or state highway is permitted if: <br />a. The crossing is made at an angle of approximately 90 degrees <br />to the roadway at a place where no obstruction prevents a quick and <br />safe crossing or blocks the view of oncoming traffic for 300 feet; <br />(3) <br />b. The vehicle is brought to a complete stop before crossing the <br />shoulder or entering upon the traveled portion of the street, road or <br />highway; <br />c. The driver yields the right-of-way to all oncoming traffic that <br />constitutes an immediate hazard; <br />d. In the case of a divided highway, the crossing shall be made <br />only at an intersection of the highway with another street or road; <br />e. If the crossing is made during period of one-half hour after <br />sunset to one-half hour before sunrise or in conditions of reduced <br />visibility, the front and rear lights of the vehicle must be on. <br />(4) An ATV my only be operated with the number of passengers that is was <br />designed to carry. <br />(5) <br />If ridden on a roadway, a valid driver's license is required and a Department of <br />Natural Resources Certificate if required. <br />(d) Hours of operation. ATVs may not be operated any place in the city between the hours <br />of 10:00 p.m. and 8:00 a.m. Sunday through Friday, and between the hours of 1:00 <br />a.m. and 8:00 a.m. Saturday and Sunday. <br />(e) Snow cover. From November 1 to March 31, ATVs may not be operated off the <br />operator's property or the property of another that the operator has written permission <br />to be on, unless there is a minimum six inches of snow cover on the ground. <br />(f) <br />Requirements. <br />a. A rear view mirror located so as to reflect to the operator a view of the <br />roadway a distance of at least 200 feet to the rear of the vehicle. <br />b. At least one head lamp. <br />c. Horn <br />d. At least one rear lamp plainly visible from 500 feet. <br />e. Front and rear turn signals <br />
