' 01/19/90 5:00pm 6:15pm <br />01/20/90 3:00pm 6:30pm <br /> <br />3 1/2 HOURSl <br /> <br />This record is added to almost daily and there may be some <br />error in the times only because I try to note times to the <br />nearest quarter hour. <br /> <br />The notations for being out of town mean that I was not home <br />to make any records but I think it is very likely that there <br />was some activity even though I was not around to hear it. <br />My point is that the daily habit is persistent. <br /> <br />I hope something can be done to give people in my situation a <br />chance for gainin9 peace in their own homes and yards which <br />is what they have a right to. <br /> <br />I have tried many ways to reach my neighbor but he refuses <br />any communication. I shouldn't be the one to suffer from his <br />stupid, stubborn and inconsiderate mentality. <br /> <br />I know of some cities around the metro area which have no <br />noise ordinances. Coon Rapids, I believe, has banned <br />A.T.V.'s and snow mobiles, why can't Ramsey do anything? <br /> <br />By law if I have a dog I must keep it quiet. I have heard <br />that I must have permission from the city or neighbors to <br />have more than three cats in my house.
