Case #6:

Mississippi Trail Corridor Update And Review Of Alternative
Alignments:

Mr. Otto recalled that on December 19, 1989, Council approved a plan and introduced an
ordinance to establish general alignment and trail widths for the Mississippi Corridor Trail.
Per Council direction, the proposed ordinance was submitted to Metro Council for
comments prior to adoption; Metro Council has responded favorably to the proposed
ordinance. Mr. Otto recommended adoption of the ordinance, noting that it would require a
4/5 vote of Council.

Mr. Hartley indicated that the decision is Councilmember Pearson's, but City Staff does
not feel there is a conflict of interest issue if he participates in voting on the proposed
ordinance for the Mississippi Trail Corridor.

Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt
Ordinance #90-2 establishing general alignment and widths for the proposed Mississippi
River Trail Corridor pursuant to recommendations offered by the Anoka County
Department of Parks and Recreation and Metropolitan Council.

Mayor Reimann called for a roll call vote:

Councilmember Peterson - Aye
Councilmember Pearson - Abstain
Mayor Reimann - Aye
Councilmember DeLuca - Aye
Councilmember Cich - Aye

Motion carried.

Case #7: Proposed Alcohol And Drug Testing Policy For Job
Applicants:

Mr. Goodrich stated that there are some minor revisions to be made to the proposed
Alcohol and Drug Testing Policy. Those revisions being considered are placing a time limit
on ineligibility for employment consideration based on prior refusal to test and not
requiting testing of all applicants, only those made a primary offer for employment.

Mr. Hartley noted that City Staff would like the policy in place prior to hiring any new
employees.

Motion by Councilmember Cich and seconded by Councilmember Pearson to table
approval of the proposed Alcohol and Drug Testing Policy until the special City Council
meeting scheduled for January 24, 1990.

Motion carried.
