13) <br /> <br />Resolution 4/90-02-047 receiving and certifying petition and ordering feasibility <br />study for bituminous surfacing of Baugh Street N.W. (Improvement Project 4/90- <br />10). <br /> <br />Further Discussion: Councilmember Pearson requested that he be provided with copies of <br />the light bills at Central Park for the previous 3 months. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Abolishment Of Airport Commission: <br /> <br />Mr. Goodrich stated that per Council's direction, an ordinance has been drafted for Council <br />consideration that would abolish the Airport Commission. <br /> <br />Mr. Otto stated that he, Mayor Reimann and Jack Ippel met with the Commissioner of the <br />Aeronautics Division at Mn/DOT for clarification regarding their position with respect to <br />airport zoning, cost sharing agreements on airport improvements and their attitude towards <br />a crosswind runway. In essence, Mn/DOT wants the City to consider a crosswind runway <br />but will not use it as a condition for grant money for airport improvements. The <br />Commissioner indicated that if the City wants to proceed with the airport project, it is up to <br />the City to request an agency agreement with Mn/DOT for the purposes of initiating land <br />acquisition. <br /> <br />Mayor Reimann noted, for the record, receiving a petition from property owners in <br />Gateway North Industrial Park and users of Gateway North Airport in favor of <br />improvements at Gateway Airport. (See Attachment A). <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to introduce <br />Ordinance #90-X which is an ordinance repealing Ordinance//89-10 and Chapter 10.11 of <br />the City Code and thereby abolishing the City's Airport Commission. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Cich and Pearson. Voting No: <br />Mayor Reimann and Councilmember DeLuca. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to cease any <br />further expenditures of funds or staff time by the City of Ramsey in regards to the <br />expansion or studying the expansion of the Gateway North Airport and to cease all <br />inquiries for funding or purchasing the Gateway North Airport by anyone on behalf of the <br />City of Ramsey. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Cich and Pearson. Voting No: <br />Mayor Reimann and Councilmember DeLuca. <br /> <br />Councilmember DeLuca inquired as to how the above motion impacts the Airport <br />Commission considering that the ordinance to abolish that Commission is not yet effective. <br /> <br />Mr. Hartley replied that the Airport Commission can meet but there would be no staff time <br />involved and no compensation to the commissioners. <br /> <br />City Council/February 13, 1990 <br /> Page 5 of 12 <br /> <br /> <br />
