CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Monday, February 26, 1990 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Alan Pearson <br />Councilmember Richard Cich <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Community Development Director Mark Banwart <br />City Engineer Peter Raatikka <br />Finance Officer Sandra Ashley <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the regular City Council meeting to order at 7:34 p.m. and led in the <br />Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Barbara Graen - 7321 150th Lane N.W. - Stated that she thought the airport issue was <br />closed after the election where the airport zoning ordinance was defeated by a 3 to 1 vote; <br />that City Staff indicated that if the airport zoning was defeated, expansion would be <br />stopped; but after the election loopholes were found. Barbara stated that she applauds <br />Councilmembers Cich, Peterson and Pearson for listening to the majority of the people and <br />stopping spending on airport matters. Barbara stated that she is also angry with the article <br />in the Anoka Union that said Councilmember Peterson should abstain from voting on <br />airport issues because of his wife's employment at the landfill and the relationship between <br />airports and landfills. Barbara said that it has been reported that there are 25 investors in <br />the Ramsey Airport and she has been unsuccessful in finding out the identities of all 25 <br />investors; before any more comments are made about conflict of interest, all 25 of those <br />investors should be revealed so the public can know the whole story. <br /> <br />Norwood Nelson - 5410 173rd Avenue N.W. - Stated that he does support the airport and <br />noted that the issue is improvements to the airport, not expansion. Norwood stated that the <br />economic development that will come as a result of airport improvements will be a long <br />term advantage to the City and send a signal to the community and businesses that the City <br />of Ramsey is looking into the future and providing a piece of infrastructure necessary in <br />society today. All people, one way or another, benefit from general aviation and perhaps <br />the Airport Commission's work is not done; the Commission could look for creative <br />financing to minimize the City's financial exposure relating to the airport. There have also <br />been comments that the Federal funds that would be used for airport improvements come <br />from the taxpayer; those Federal funds are generated from aviation activities like aircraft <br />registration and tax on aircraft fuel. <br /> <br />City Council/February 26, 1990 <br /> Page 3 of 13 <br /> <br /> <br />
