CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Monday, March 5, 1990 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota regarding Project g90- <br />01 - bituminous surfacing of Waco Street N.W. and Waco Drive N.W. between 179th Lane N.W. <br />and the northern boundary. <br /> <br />Members Present: <br /> <br />Acting Mayor Kenneth Peterson <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Peterson <br />Bums Township Boardmember Dennis Berg <br />Bums Township Boardmember Emie Koehler <br />Bums Township Boardmember Leon Ohman <br /> <br />Also Present: <br /> <br />City Administrator, David Hartley <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann turned the public hearing over to Acting Mayor Kenneth Peterson on the basis that <br />Mayor Reimann is the owner of one of the affected properties in this proposed project. <br /> <br />Acting Mayor Peterson called the public hearing to order at 7:13 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka explained that there was a hearing back in 1988 regarding this project; however, a <br />number of Ramsey Residents drew up a petition and the project was cancelled for a year. The <br />Project is being presented again with revised costs. Mr. Raatikka used overheads showing the <br />depth of the Bituminous mat (2") and Class 5 gravel (4"). <br /> <br />Mr. Raatikka stated the total project cost is $95,600.00; 31 units are proposed to be assessed; the <br />unit cost is $480.47 annually for a period of 10 years with the first payment due on the real estate <br />taxes in May, 1991. <br /> <br />Mr. Hartley explained the procedure for proposed improvements. He stated the purpose of <br />tonight's hearing is to present the project as proposed and to accept public comments and <br />suggestions. Following this hearing, the affected property owners have 60 days to petition for or <br />against the improvement project. After 60 days, the City Council can take action on the proposed <br />improvement and order bids. If the project is ordered, another hearing will be held in September. <br />At that time the actual cost of the project and the actual assessed amount will be presented. If the <br />bids exceeds the estimate by more than 10%, there will be no project. <br /> <br />Ronald Ginsberg, 4961 - 182nd Lane N.W., Bums - asked Mr. Raatikka what the expected life of <br />the surfacing on the road would be. <br /> <br />City Council Public Hearing/March 5, 1990 <br /> Page 1 of 4 <br /> <br /> <br />
