Mr. Raatikka informed Laurel Sohns that it has been the policy to go with units as everyone has
access to equal usage of the street.

Gary Reimann, 18008 Waco Street N.W. - noted that the units of assessments to larger parcels are
based on the number of potential buildable lots.

Laurel Sohns - inquired about how long it would be before the City has natural gas and City sewer
and water?

Mr. Raatikka stated the subject area was outside the service area district for sanitary sewer so it
would probably be 30 to 40 years away.

Acting Mayor Peterson asked if residents could petition the gas company for gas service. The
answer was yes.

Laurel Sohns - asked if the assessment had to be paid over a period of 10 years or if she could pay
it all at once.

Mr. Raatikka informed Laurel Sohns it could be paid within 30 days of the assessment hearing
with no interest.

Ronald Ginsberg - asked what rate of tax increase is projected for the future without this project.

Burns Township Boardmember Dennis Berg stated there has been a drastic increase since 1980.
He pointed out that Burns Township lost State aid and that possibly Ramsey may lose it soon too.
He said this is a real concern as the only income would then come from taxes.

Duane Holmes, 18045 Waco Street N.W. - asked about using Magnesium Chloride on the streets.
He informed the Council and Boardmembers that it was a lot cheaper ($.60 per running foot), and
it lasts about a year. He stated the City of Greenfield uses that if the people want it.

Mr. Raatikka replied he had checked into chloride and it depended on the weather as to how long it
would last - mostly dependent on the rainfall as it would wash away.

Duane Holmes - responded Magnesium Chloride would not wash away.

Oliver Wanstrom - questioned whether a 7 ton weight restriction would be able to accommodate
semi's and again expressed his disappointment in Ramsey becoming so city-like when he moved
out here for the country setting.

Mr. Raatikka reported he contacted a metal shop in the area and they indicated a 7 ton weight
restriction would be okay with them.

Oliver Wanstrom - voiced his concern regarding horse traffic tearing up the newly tarred roads.
He also commented that he was in favor of horses.

Jean Crosby - expressed her concern with there being more and faster traffic. As far as taxes - she
stated her's went up a "whopping $10.00", so that was not a real concern of hers.

City Council Public Hearing/March 5, 1990
Page 3 of 4
