Mr. Hartley requested that City Council submit names of individuals and organizations to
him as likely candidates for Volunteers of America Week. He will then tally the
nominations for a Council decision.

h) Expenditures Relating To Airport Commission

Mr. Hartley recalled that City Council authorized no more expenditures relating to the
Gateway North Airport issue; City Staff is honoring that direction to the point of not
providing secretarial support to the Airport Commission for the purpose of recording
meeting minutes. Mr. Hartley inquired if City Staff is interpreting Council's direction
appropriately.

Acting Mayor Peterson stated that until the future of the Airport Commission is established,
the City should not be providing even secretarial support to the Commission.

Councilmember DeLuca stated that in his opinion, the Airport Commission was established
by City ordinance and is entitled to staff support until such time as an ordinance to abolish
the Commission is adopted.

Mr. Goodrich stated that legally, the Commission is required to record meeting minutes.

Councilmember Pearson stated that it was his understanding that the Airport Commission
would function until such time as formal action is taken to abolish it.

Councilmember Cich stated that the Commission is required to keep meeting minutes, but it
is not required that the City provide that service; the course City Staff has taken in this case
meets with the intent of the motion to cease expenditure of funds and staff time on airport
matters.

i) 1990 Ramsey Expo

Councilmember DeLuca reported that there were about 1500 attendants at the 1990 Ramsey
Expo and that there will hopefully be a follow-up article in the Anoka Union about the
Expo.

ADJOURNMENT

Motion by Councilmember Cich and seconded by Councilmember Pearson to adjourn the
regular City Council meeting.

Motion carded. Voting Yes: Acting Mayor Peterson, Councilmembers DeLuca, Pearson
and Cich. Voting No: None.

The meeting adjourned at 9:55 p.m.

Respectfully submitted,

Sylvia Frolik
Planning Assistant

City Administrator

City Council/March 13, 1990
