Absent: Mayor Reimann. <br /> <br />PRESENTATION <br /> <br />Members of the Star Flight Camp Fire Group were present to present a cake to City <br />Council in honor of the 80th birthday of the national Camp Fire organization. <br /> <br />CONSENT AGENDA <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to approve <br />the following items contained in the Consent Agenda: <br /> <br />1) License Applications <br /> <br />Further Discussion: License #90-094GC is contingent upon staff determining that <br />there is no outside storage of equipment at the property address. <br /> <br />2) <br /> <br />Resolution #90-03-062 approving accounts payable transactions for the period <br />February 17, 1990 through March 2, 1990 in the amount of $115,180.75. <br /> <br />Further Discussion: Councilmember Pearson requested an explanation of a bill for <br />$900 for 4th Dimension computer training. Mr. Hartley replied that he authorized <br />the expenditure for he and Councilmember DeLuca attended a two-day training <br />seminar to learn how to use a program to develop data bases for the City. <br />Councilmember Pearson inquired about a bill for $4280 for SCBA gear for the fire <br />department; noted that the resolution authorizing the expenditure was in the amount <br />of $3988; inquired as to which fund the difference was taken from. Sandra Ashley <br />replied that expenditure was authorized from the Landfill Trust Fund and so the <br />price balance was taken from that fund also; Sandra noted that in this instance, the <br />Fire Chief did give the vendor verbal approval of the price increase. <br />Councilmember Cich referred again to the $900 bill for computer training and noted <br />that Mr. Harfley has been instructed to hire consultants for computer tasks in order <br />that he may give his full attention to administrating the City affairs. <br /> <br />Motion by Councilmember Cich and seconded by Acting Mayor Peterson to require <br />that Mr. Hartley and Councilmember DeLuca reimburse the City for the cost of the <br />4th Dimension computer training course. <br /> <br />Further Discussion: Acting Mayor Peterson and Councilmember Pearson stated <br />that they would like more information before he votes on the motion to have the <br />City reimbursed for the computer training course. Mr. Hartley noted that the time <br />he spends making the computer system work for Ramsey is on week-ends and <br />evenings. Councilmember Peterson noted that none of the department heads that <br />would be using the system attended the seminar. Councilmember DeLuca stated <br />that there is a difference between developing a program and using one; staff training <br />comes into play after the program is developed. <br /> <br />Councilmember Cich and Acting Mayor Peterson withdrew the motion and tabled a <br />decision on the direction for reimbursement for 4th Dimension computer training <br />for further discussion and information. <br /> <br />City Council/March 13, 1990 <br /> Page 4 of 13 <br /> <br /> <br />
