Mr. Hartley and the Council discussed that if the contract were abandoned, the City would <br />also be abandoning rescue services as well. Without the proper equipment for rescue <br />services, the City would have to contract for mutual aid for services. Police Chief Auspos <br />noted that the intent of mutual aid is to assist a city for a limited period of time until they <br />have their own equipment and trained personnel. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to table action <br />on the proposed 1990 fire protection contract with the Anoka/Champlin Fire Department <br />and direct the City Attorney to redraft the proposed contract as necessary. <br /> <br />Further Discussion: Councilmember DeLuca requested that Fire Chief Hoeke provide the <br />City Council with a report regarding how mutual aid will be handled, specifically as it <br />relates to rescue services. <br /> <br />Motion carded. Voting Yes: Acting Mayor Peterson, Councilmembers DeLuca, Pearson <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #8: Full-Time Data Entry Clerk For Police Department: <br /> <br />Police Chief Auspos stated that there currently exists a 1/2 time data entry position in the <br />Police Department; the addition of two officers and a detective position in the Police <br />Department justifies increasing the 1/2 time data entry position to full time. Chief Auspos <br />noted that increasing the data entry position to full time was not budgeted for but the <br />savings realized in not having the two additional officers on board as of the first of the year <br />should address the necessary funding; the City is also saving money with the engineering <br />department not yet being on board. <br /> <br />Councilmember DeLuca commented that he can understand that there will be a need for a <br />full-time data entry position in the Police Department but he is not sure that the need <br />currently exists. <br /> <br />Mr. Hartley explained that the existing full-time data entry position is time-shared between <br />Finance and Police departments; experience has shown that this type of situation is difficult <br />to coordinate. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to adopt <br />Resolution #90-03-070 to approve increasing the 1/2 time data entry position in the Police <br />Department to full-time. <br /> <br />Further Discussion: Councilmember DeLuca inquired as to the proposed funding source to <br />increase the data entry position to full-time. Acting Mayor Peterson directed City Staff to <br />report on funding sources when the applicants are presented to Council for review. <br />Councilmember Pearson inquired as to how the pay scale for temporary employees from <br />job services relates to the pay scale for entry level full-time employees. Sandra Ashley <br />replied that the City does not use a job service but rather has compiled a list of Ramsey <br />residents willing to do part-time work on an 'on-call' basis at a rate of $5/hour without <br />regard for skills or position; the entry rate for a full-time data entry position is $6.04/hour. <br /> <br />Motion carded.
