Councilmember Backous introduced the following resolution and moved for its adoption: RESOLUTION #12 -04 -048 RESOLUTION APPOINTING CITY ADMINISTRATOR TO EXECUTIVE CHANGE CONTROL BOARD — NORTHSTAR RAMSEY RAIL STATION WHEREAS, the City of Ramsey entered into a Master Cooperation, Funding and Delegation Agreement in January 2012, by and between the Metropolitan Council, Anoka County Regional Railroad Authority (ACRRA) and the City of Ramsey for the Northstar Ramsey Station Project; and WHEREAS, an Executive Change Control Board has been established for the purpose of approving funding change orders above $50,000; and WHEREAS, each member of the agreement has appointed a representative to serve on the Executive Change Control Board; and WHEREAS, the representative for the Metropolitan Council is the General Manager of Metro Transit Brian Lamb and the representative for the ACRRA is Anoka County Commissioner Matt Look; and WHEREAS, it is suggested City Administrator Kurt Ulrich be appointed to represent the City of Ramsey on the Executive Change Control Board; and WHEREAS, by appointing a representative to the Executive Control Board, each change will not have to be brought forward for approved at a regular Council meeting, thereby expediting the process versus causing delay; and WHEREAS, any change order expenditures will not exceed the already previously authorized program budget. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City of Ramsey hereby appoints City Administrator Ulrich to the Executive Change Control Board for the Northstar Ramsey Rail Station to approve funding change orders above $50,000. 2) That the change order expenditures will not exceed the already previously authorized program budget. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Wise, and upon vote being taken thereon, the following voted in favor thereof: Mayor Ramsey
