Councilmember Backous introduced the following resolution and moved for its adoption: <br />RESOLUTION #12 -04 -048 <br />RESOLUTION APPOINTING CITY ADMINISTRATOR TO EXECUTIVE CHANGE <br />CONTROL BOARD — NORTHSTAR RAMSEY RAIL STATION <br />WHEREAS, the City of Ramsey entered into a Master Cooperation, Funding and <br />Delegation Agreement in January 2012, by and between the Metropolitan Council, Anoka <br />County Regional Railroad Authority (ACRRA) and the City of Ramsey for the Northstar <br />Ramsey Station Project; and <br />WHEREAS, an Executive Change Control Board has been established for the purpose <br />of approving funding change orders above $50,000; and <br />WHEREAS, each member of the agreement has appointed a representative to serve on <br />the Executive Change Control Board; and <br />WHEREAS, the representative for the Metropolitan Council is the General Manager of <br />Metro Transit Brian Lamb and the representative for the ACRRA is Anoka County <br />Commissioner Matt Look; and <br />WHEREAS, it is suggested City Administrator Kurt Ulrich be appointed to represent <br />the City of Ramsey on the Executive Change Control Board; and <br />WHEREAS, by appointing a representative to the Executive Control Board, each <br />change will not have to be brought forward for approved at a regular Council meeting, thereby <br />expediting the process versus causing delay; and <br />WHEREAS, any change order expenditures will not exceed the already previously <br />authorized program budget. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the City of Ramsey hereby appoints City Administrator Ulrich to the Executive <br />Change Control Board for the Northstar Ramsey Rail Station to approve funding change <br />orders above $50,000. <br />2) That the change order expenditures will not exceed the already previously authorized <br />program budget. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Wise, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Ramsey <br />
