Most of these lots were smaller in size. The average was <br />considered to be ar, accurate indicator of the actual lot values of the land in question. Applying a <br />90% multiplier to the $23,157.00, a value of $21,000.00 was determined to be used as the <br />base value for properties in this zone. One item worth noting in the zone or neighborhood would <br />be that the smaller lots with sewer and water exhibited very similar values to those lots which <br />did not have sewer and water but were approximately two and one-half acres in size. It was <br />concluded that a base value in this neighborhood be applied equally to smaller lots of one-third <br />acre or less which had sewer and water as opposed to two and one-half acre lots without sewer <br />and water. <br /> <br />The next zone or neighborhood to be described would be Zone 3. Zone 3 comprises a large <br />portion of the City of Ramsey which is best described as those properties comprised of lots less <br />than five acres and exhibiting land values for similar one acre lots of approximately <br />$14,000.00 to $18,000.00 in value. Most of this neighborhood is located in the middle and <br />eastern portions of the City of Ramsey and many of the improvements were built in the early <br />1970's with some properties being built in the late 1970's and early 1980's. Most of the <br />improvements in this zone consist of ramblers and split foyers ranging anywhere from 1,000 <br />square feet to 1,500 square feet on average with usually a two car garage.
