City Council directed Mr. Keefe to make a physical inspection of Mr. Hendrickx' property <br />(10-32-25-41-0006). <br /> <br />Catherine Daly Hayft - 5160 177th Avenue N.W. - PIN 01-32-25-42-0003 - Stated that her <br />property valuation in 1988 was $84,000; in 1989 it was $87,200; in 1990 it is at $111,700. <br />Catherine stated that no improvements have been made to the property; she does not <br />consider herself a river location because she is 650 feet away from the river;, her access to <br />the river is across her neighbor's property because her river frontage is in the floodway; her <br />property is also being affected by Oak wilt. <br /> <br />Mr. Keefe stated that he computed Catherine Hayft's property based on $35,000 for a <br />building site and added an additional $250/acre for the 8 additional acres; the $250/acre <br />represents a wet market value. Mr. Keefe stated that he does not make adjustments for Oak <br />wilt. <br /> <br />Mayor Reimann stated that Oak wilt is a major problem in Anoka County and just as treed <br />lots are valued higher, those lots affected by tree diseases should have adjustments made to <br />valuations. <br /> <br />Mr. Keefe stated that because of the wet acreage, he did not increase the value of Catherine <br />Hayft's property because of the trees. Mr. Keefe stated that he has researched and $35,000 <br />for a basic building site on the river is in line with the surrounding area and communities. <br /> <br />Catherine Hayft stated that other lots in her area area assessed at $19,300. <br /> <br />Mr. Keefe indicated that he did make a mistake on the lots to which Catherine Hayft <br />referred; they should have been included in Zone i but were placed in Zone 8. <br /> <br />Catherine's brothers, Kenneth Daly and Donald Daly, were also present to protest their <br />property valuations (PIN's 01-32-25-42-0001 and 01-32-25-42-0002 respectively). <br />Catherine and her brothers presented excepts from flood zone maps which indicated how <br />much of their property is in the flood plain. <br /> <br />City Council directed John Keefe and Gordy Starkey to reinspect the properties of <br />Catherine Daly Hayft, Donald Daly and Kenneth Daly (PIN's 01-32-25-42-0003, 01-32-25- <br />42-0002, 01-32-25-42-0001). <br /> <br />Joe Nyara - 5320 155th Lane N.W. - PIN 24-32-25-21-0027 - Stated that his property <br />valuation increased from $78,400 to $95,500; since 1986, it has increased $32,800. Joe <br />Nyara stated that he doesn't believe his home is worth $95,000 because he doesn't have <br />public utilities and natural gas. <br /> <br />Mr. Keefe replied that Mr. Nyara's residence was in the physical inspection area and <br />nobody responded to his request for an inspection appointment. Therefore, he assigned an <br />arbitrary assessment but he is willing to schedule an inspection and make any necessary <br />adjustments. Mr. Keefe did note that Mr. Nyara's property is in Zone 3 and the average <br />lots sale in that area was $20,000; Mr. Nyara's land value was at $7,000 and that is <br />substantially below market. <br /> <br />City Council directed Mr. Keefe to schedule an appointment with Mr. Nyara to reinspect <br />PIN 24-32-25-21-0027. <br /> <br />Board of Review/April 4, 1990 <br /> Page 3 of 9 <br /> <br /> <br />
