CITY COUNCIL WORK SESSION <br />Topic Report: 2:00 A.M. Bar Closing <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The 2003 Minnesota Legislative Session passed legislation to allow for the sale of <br />alcohol beverages on liquor licensed premises until 2:00 a.m. on all days of the week, <br />effective July 1, 2003. The Ramsey City Council considered the item in a work session <br />on July 8, earlier this year. (July 8, 2003 Topic Report attached). There was a consensus <br />during the work session that the City would not change the current City ordinance at this <br />tim e. <br /> <br />Bar owners from three establishments, including Diamonds Sports Bar, Spectators Bar <br />and Grille, and JR's Outpost have requested a meeting with the City Council to discuss <br />the matter further. Staff has placed the item on the item on the agenda for Council <br />discussion. <br /> <br />Action Statement: <br /> <br />Based on the Council's discussion and recommendation, the City can: ]) Leave the current bar closing time at J.'O0 a.m. <br /> 2) Change the bar closing time to 2.'00 a.m. <br /> 3) Recommend allowing businesses to stay open on certain nights. <br /> <br />CCWS: 11/03/03 <br /> <br />-13- <br /> <br /> <br />
