A1 Shallbetter - Stated that the per unit cost seems excessive in this case and it is his opinion <br />that the north section of Bison should contribute to the paving of the south section because <br />those people will drive south to exit the area. A1 also noted that it is the same person that <br />owns lots 5 and 6. <br /> <br />Mr. Raatikka stated that it is the City's policy to assess persons for improvement projects <br />based on property owned immediately adjacent to the improvement. <br /> <br />Mayor Reimann referred to Mr. Shallbetter's comments regarding Lots 5 and 6 being <br />owned by the same person and stated that assessments are based on the number of <br />buildable lots in an improvement area, not the number of property owners. <br /> <br />Andries Hillebregt - 16926 Bison Street N.W. - Stated that he owns Lots 5 and 6 and <br />cannot build on Lot 6 because doing so will landlock the land behind it. <br /> <br />Mr. Raatikka stated that he will check again but the property behind Lot 6 is tied in with Lot <br />8 and Lot 8 has access onto a public road. <br /> <br />Andries Hillebregt - Inquired as to why the first petition to pave and construct Bison Street <br />as a cul-de-sac was ignored by the Planning and Zoning Commission. <br /> <br />Mayor Reimann indicated that City Staff would check into Mr. Hillebregt's inquiry about a <br />previous petition for improvements to Bison. <br /> <br />Andries Hillebregt - Stated that he would like to be informed about the results of City <br />Staff's search for a previous petition. Andries stated that there should be more <br />communication between the Planning Commission and City Council. <br /> <br />John Anderley- 16917 Bison Street N.W. - Stated that he believes a major reason for the <br />excessive cost in the project is a 300 foot strip that will require excessive grading. Mr. <br />Anderley stated that about 10 years ago he hired an attorney and found that there are no <br />public roadway easements in place and that he owns the land on which the road is located. <br />On that premise, he made a substantial investment in the property and planted 9 blue spruce <br />trees and 20 pines. Mr. Andefley stated that he is not opposed to paving Bison but he <br />doesn't feel it is necessary to construct and pave Bison as a through street because the last <br />300' is what is driving the cost up and there are only 4 homes on that stretch. <br /> <br />Mr. Raatikka noted that the developer of Trott Brook Ridge has agreed to pick up one unit <br />of assessment in the south Bison Street paving project. <br /> <br />Andries Hillebregt - Noted that in exchange for contributing one unit of assessment, the <br />developer of Trott Brook Ridge was allowed one additional lot in that plat. Andries stated <br />that the developer of Trott Brook Ridge should pay more than one unit of assessment <br />because it is to his benefit that the people to the south are being required to put in an <br />additional 500-600 feet of roadway. Andries stated that areas with through streets have <br />higher crime rates and lower property values than areas with cul-de-sacs. <br /> <br />Mayor Reimann noted that the City prefers through streets for better access by emergency <br />vehicles. <br /> <br />City Council Public Hearing/April 24, 1990 <br /> Page 2 of 4 <br /> <br /> <br />
