The consensus of the City Council was as follows: <br /> <br />1) <br /> <br />City Staff should attempt to locate those petitions reportedly lost or ignored <br />and provide City Council with copies of them. <br /> <br />2) <br /> <br />City Staff should provide City Council with a report of how the Planning <br />and Zoning Commission handled the Bison Street improvement issue and <br />why the first petitions submitted with Bison Street as a cul-de-sac were <br />ignored. <br /> <br />3) <br /> <br />City Staff should verify the number of units to be assessed in Project 4/90- <br />13 based on claims that Lot #6 is not buildable because it will landlock <br />property behind it. <br /> <br />4) <br /> <br />City Staff should check to be sure that there is public road right-of-way in <br />place for improvements to Bison Street. <br /> <br />5) <br /> <br />City Staff should research an agreement the City entered into agreeing to <br />pay the cost to reposition Bison Street into it's correct location. <br /> <br />6) <br /> <br />City Staff should provide City Council with a report regarding the role of <br />Bison Street in the City's overall thoroughfare plan. <br /> <br />7) <br /> <br />City Staff to prepare an amendment to the feasibility study for Project #90~ <br />13 with Bison Street constructed as a cul-de-sac versus a through street. <br /> <br />8) <br /> <br />City Staff to report the results of this further research to City Council at a <br />continuation of the April 24 public hearing and to Andries Hillebregt and <br />John Anderley. <br /> <br />Council agreed that they are not agreeing to construct Bison Street with a cul-de-sac but <br />rather requesting further information to be used in making a decision. <br /> <br />Mayor Reimann noted that it is the City's responsibility to correct problems that exist; the <br />Bison Street cul-de-sac is over 600 feet in length and there is an ordinance in place limiting <br />cul-de-sacs to 600 feet. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to recess this <br />public hearing until May 22, 1990 at 7:30 p.m. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich, Pearson <br />and Peterson.
