Anoka MSA - we have a way of doing it more quickly ourselves. We could use TIF or
MSA.

Chairman Wagner inquired as to whether or not Merland Otto gave a presentation regarding
MUSA Boundary changes to the City Council and the Planning and Zoning Commission.

Mr. Hartley reported that he had.

Mr. Hartley summarized that the EDC had spent nearly a year on the Highway #10 study
with recommendations regarding rezoning and also dealing with the 4 in 40 density. He
stated density doesn't affect commercial and industrial property and that needs to be relayed
to Metropolitan Council regarding utilities.

The Sauter property was discussed. There is some excavation being done there - one
construction in the middle of the property. It was decided that the City Council, EDC and
P&Z need to discuss if this property should be zoned residential or commercial/industrial.
Multiple family buildings were mentioned as an option.

Chairman Wagner stated the EDC would be having a meeting on Wednesday, June 13,
1990 and that they would invite the affected landowners to come and discuss the issue. He
said they would forward the comments made to the Planning and Zoning Commission and
the City Council.

Mayor Reimann suggested contacting the City of Anoka to see what the plans are for the
old businesses in the Industrial Park are.

Chairman Wagner stated there are three businesses and no conflicts at this point.

Councilmember DeLuca commented that with regards to the Sauter property and multi-
family dwellings - there are good and bad points. How does the City of Ramsey feel about
multi-family dwellings in the area.

Chairman Wagner stated that the EDC had discussed it but with no consensus.

Chairman Zimmerman stated he feds there's not a big demand for multi-family dwellings
in the City of Ramsey.

Commissioner Fults agreed there wasn't much demand either and also informed the
members present that Mr. Sauter would like to see the zoning stay as is.

Commissioner Hendrikson stated he felt the road issue was an integral part of the reason
for the joint meeting.

James Martin, property owner asked why warehouses and offices were not mentioned on
the proposed list of business uses referred to in Case #1. He believes it would be a good
idea to include them on the list.

Commissioner Gorecki expressed his opinion by saying that most property owners want to
see the zoning stay the same. Don't tie up time on rezoning issues that aren't needed. The
Economic Development Commission should be concentrating on other areas instead of the
areas that don't need attention at this time.

Commissioner Fults believes the roads dictate where commercial property goes in. If there
is no public access, you can forget the business going in there. He cautioned the

CITY COUNCIL/EDC/P&Z MINUTES
Page4 of 8
