10.

We have pointed out to Mn/DOT that a crosswind concept would
not be approved by the City or Metropolitan Council since it
would require land to be acquired within "Site P". By
statute, the City and MC cannot approve a plan which utilizes
the proposed landfill site if that use could jeopardize siting
of a landfill.

,'Could the City help with improvements to the existing airport
without making it municipal?"

The position the City has.taken in the recent past is to not
expend any resources on the privately owned facility (e.g
snowplowing). I believe that it would be short-sighted to
expend public dollars on a private facility without some
assurance that the investment would provide a useable facility
for some time into the future. This is the reason that Mn/DOT
and FAA request assurances that the facility will be operated
in a certain manner over a period of time.

The city should also consider any liability associated with
such an investment if they cannot meet design standards or if
the owners could not meet financial obligations. In addition,
the City should consider why it would want to fund
improvements perhaps at a 100% level rather than taking
advantage of user generated funds available through State and
Federal programs.

5
