Commissioner Barnes stated the airport will generate business which means a lot more
money for the City of Ramsey.

Mr. Otto clarified that it's 19 residences, not 29 and the tax share for the City is $8.00 per
residence and that would be lost only if the people relocated outside of the City of Ramsey.

Commissioner Greenberg stated that commercial industry pays four times as much taxes as
residential.

A brief discussion ensued regarding how Anoka's growth was helped by the airport.

A comment was made regarding Site P and stopping the landf'fll activities.

Mr. Hartley stated that Met Council and a siting authority will be reviewing documents and
Met Council did not want to issue comment until there is a specific proposal for the landf'fll.
He also stated that City Council's position on Site P is that no sites are suitable because of
the environmental impact. Their position will be delivered to the siting authority.

Mayor Reimann stated there should not be a motion or decision handed down tonight.
Discussion was the main reason for this meeting. He asked Mr. Otto to get information
from the Anoka County Airport and find out more about MAC and Met Council financing.
We need more information before decisions will be made.

Mayor Reimann asked that the Airport issue be put on the June 26th City Council Agenda.
The issue is whether or not to continue funding or developing the commission and/or
airport. Everything is on hold at this point and it should be decided at the next meeting.

Councilmember Cich asked if the issue to disband the Airport Commission would also stop
the airport expansion issue.

Mayor Reimann stated that an ordinance had been introduced in February to disband the
Airport Commission, however no action was taken. The action that passed was that no
City staff member could spend time working with the Airport Commission.

The Airport Commission doesn't have to exist for the Airport to exist.

Councilmember DeLuca asked Mr. Otto for a background on the Attorney General's
Opinion.

Mr. Otto gave a brief summary.

Councilmember Cich was asked by one of the residents what his objection was to the City
owning the airport. He answered that regardless of funding, etc. his taxes and the taxes of
the people of Ramsey would be spent on the airport. He also stated that 2-1/2 years ago,
the majority of the voters stated "no City ownership".

Commissioner Greenberg stated that the airport operates on gasoline tax and registration
fees and it all goes to the State. Not one dime comes back to the airport because it is not
municipally owned.

A citizen asked if the Commission was started to get information the Council couldn't get.
He wanted to know how long the Council could put the Commission off.

City

Council/Airport Commission Meeting
June 6, 1990
