Case #15: Report from Road and Bridge Committee. <br /> <br />Mr. Raatikka stated that the Road and Bridge Committee met on June 18, 1990 and reviewed those <br />median cross-overs on Highway #10 proposed to be closed by MnDOT. At that time the Road and <br />Bridge Committee directed City Engineer Raatikka to forward a letter to MnDOT requesting that <br />four of the proposed seven closings remain open. The Road and Bridge Committee has also <br />requested that City Council adopt a resolution supporting the City Engineer's letter. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt Resolution <br />//90-06-192 Requesting MnDOT to Leave Open Certain Median Cross-overs on T.H. #10. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, DeLuca, and Cich. <br />Voting No: None. Abstained: CouncilmemberPearson. <br /> <br />Mr. Raatikka indicated that another item of discussion at the Road and Bridge Committee meeting <br />on June 18, 1990 was the issue of "Watch for Children" signs in the City. Mr. Raatikka stated that <br />it was the consensus of the Committee that no areas at this time were in need of such signs. The <br />Committee also directed Mr. Mevissen and Police Chief Auspos to review future requests for signs <br />on a case-by-case basis; if a decision could not be reached, the request should be referred to the <br />Road and Bridge Committee for their decision. <br /> <br />Mr. Raatikka stated that another issue of discussion on June 18, 1990 was Waste Management's <br />use of waste tires in the construction of the road bed for 153rd Avenue N.W. through their <br />property. The consensus of the Road and Bridge Committee was to allow Waste Management to <br />use waste tires in the road bed if they met all MPCA guidelines and assumed all liability for the life <br />of the proposed road. <br /> <br />Case #16: Establishment of Permanent Benchmarks in the Ci~ of Ramsey. <br /> <br />Councilmember Peterson stated that in his opinion a map should be compiled indicating the <br />location of all existing benchmarks in the City and that the issue of establishing permanent <br />benchmarks would be a good introductory project for the new City Engineer. Mr. Hartley <br />indicated that Councilmember Peterson's suggestions are also being offered as a revised staff <br />recommendation. <br /> <br />Mr. Hartley explained that the Planning and Zoning Commission is currently considering <br />increasing the information to be required on Certificates of Survey. The cost of providing the <br />additional information being considered could be minimized if permanent benchmarks are in place. <br />Based on that balance of City responsibility and private owner responsibility, the Planning and <br />Zoning Commission has recommended that the City establish permanent benchmarks. <br /> <br />The consensus of the City Council was to table the issue of establishing permanent benchmarks for <br />review and recommendation by the new City Engineer. <br /> <br />City Council recessed at 9:08 p.m. <br /> <br />Mayor Reimann called the regular meeting back to order at 9:20 p.m. <br /> <br />City Council / June 26, 1990 <br />Page 11 of 21 <br /> <br /> <br />
