A committee was also established to investigate obtaining a cascade bottle system and/or an air
compressor. The fire fighters on this committee are Mr. Jay Guimont and Chief Hoeke. Mr.
Alfred Latour will check on the cost of filling a cascade system from Northern Oxygen.

Chief Hoeke informed the Department of his meeting with the Fire Chief of the Anoka Fire
Department. A concern was discussed regarding how interaction would occur at the fire scene if
Ramsey were to participate. The two Chiefs will be meeting at a later date to discuss the issue in
more detail.

Chief Hoeke and City Administrator David Hartley had a discussion regarding fighting grass fires
during 1989. Mr. Hartley's concern was not the cost of fire fighters' insurance, but the fire
fighters' training and ability at such time.

The fire fighters raised the issue of transportation to and from a fire scene. An option was
raised that between the Cities of Anoka, Elk River, and Ramsey, whichever department arrived
at the scene first could potentially cancel the other departments if their assistance was not
necessary. A mutual tone could be paged if the grass fire was within Ramsey City limits.

Chief Hoeke will discuss the possibility of using personal vehicles or unused City vehicles for
transportation to the fire scene.

It was mentioned for future use that there is the possibility of having owners of unwanted
buildings pay for the burning and destruction of the buildings and the funds from that would be
placed into the Fire Department's account.

The Fire Department has received the donation of two additional desks from Northwestern Bell.
One desk is for the Administrative offices and the other is to be used for the offices of the Fire
Department.

Chief Hoeke suggested that we purchase a complete stencil set so we can begin to identify the
equipment we have already received.

Mr. Bill Rustad and Chief Hoeke took a 2-1/2 hour tour of the waterous plant in St. Paul. They
felt the tour was very informative and will be helpful in the future.

Mr. Rustad discussed the difficulty in obtaining Michelin tires for our fire truck. Michelin is
on strike and is not producing tires. It was asked if we would accept an alternative. It was
agreed that we would, however, a price reduction should be considered. The question was raised
regarding snow chains for the fire trucks during winter operations.

OLD BUSINESS

The question was raised when we will become part of the consortium.

The frequency of meetings was raised. Chief Hoeke read from the Rules and Regulations
established May 11, 1988, Section 8.0 "Meetings and Drills", which states that meetings should
be held four times per month. It was decided that training every week constitutes for a portion
of the required meetings. Meetings will now be conducted on the first and third Wednesday of
each month.

Volunteer Fire Department/January 18, 1989
Page 2 of 3
