CC Regular Session <br />Meeting Date: 06/12/2012 <br />By: Colleen Lasher, Administrative Services <br />Information <br />Title: <br />Consider a Resolution to Reclassify Two Public Works Employees <br />7. 6. <br />Background: <br />In response to the recent changes in the Public Works Department, the City Council authorized the following <br />changes: <br />1) Accept Mr. Brian Olson's resignation as Public Works Director. <br />2) Appoint Fire Chief Kapler to an interim assignment for up to a 3-month period to oversee the Public Works <br />Building Maintenance, Parks, Streets, and Utilities divisions. <br />3) Appoint City Engineer Himmer to an assignment for up to a 3-month period to oversee the Engineering <br />Division. (Mr. Himmer will oversee the Engineering until his last day of June 29th, and then a consultant engineer <br />will be retained to manage the engineering operations.) <br />4) Separate the Engineering Division from the operations side of Public Works, creating two separate divisions; <br />Engineering and Public Works Operations (Building Maintenance, Parks, Streets, and Utilities). <br />3) Recruit for a PW Superintendent position to oversee Building Maintenance, Parks, Streets, and Utilities; this <br />position will report to the City Administrator. <br />At the June 5, 2012 meeting, the City Council directed staff to bring back a proposal related to a change wherein <br />the City would appropriatelly structure the PW Operations side of the department as it pertains to the current Streets <br />Supervisor and Parks Supervisor. <br />The proposal includes the following: <br />1) Reclassify the current Streets Supervisor position, held by Mr. Grant Riemer, to Public Works Superintendent. <br />This position will report to the City Administrator and will be responsible for the oversight of the daily operations <br />of Building Maintenance, Parks, Streets (including traffice engineering), and Utilities. <br />2) Reclassify the current Parks Supervisor position, held by Mr. Mark Riverblood, to Parks Supervisor & Assistant <br />Public Works Superintendent. This position will report to the PW Superintendent and serve as a back-up when the <br />PW Superintendent is away. This position will be responsible for the supervision of Parks, as well as special project <br />management, serving as a community liason, staying abreast of legistlative issues, responsible <br />for seeking alternative funding sources (e.g., grants), and coordinating volunteer resources . <br />3) Consider any necessary backfilling or other position adjustments in approximately 9 to 18 months. <br />The reclassificaiton would result in both employees receiving a pay increase of five percent. <br />A draft organizaitonal chart is attached, alongwith both draft job descriptions. <br />Recommendation: <br />To authorize staff to reclassify the Streets Supervisor position to Public Works Superintendent position; and to <br />reclassify the Parks Supervisor position to Parks Supervisor/Assistant Public Works Superintendent and adjust both <br />employee's current hourly rate to the revised pay scale. <br />
