Absent: Board Member Bawden. <br /> <br />Case #6: <br /> <br />Request for Modification of Fire Department Organization, Adding of <br />Day Captain and Two Lieutenants: <br /> <br />Chief Hoeke explained to the Board that soon we will be needing an additional Captain so we can <br />have both Day and Night Captains. The pay will still be in $5.00 increments. <br /> <br />Mr. Hartley asked what kind of additional training will be necessary and what standards we go by. <br /> <br />Chief Hoeke stated that previous background in fire fighting is needed as well as leadership <br />qualities and the interest and desire to serve. <br /> <br />Mr. Cich questioned what criteria makes one individual more qualified than another and a cut <br />above the rest. <br /> <br />Mr. Wilson explained that there are no one or two fke fighters that have a lot more experience than <br />the rest. We need to find someone that is interested and possibly has some management skills and <br />then provide the training. <br /> <br />Mr. Spence added that the criteria for selection will be no different than what Mr. Hoeke went <br />through when he was chosen as Chief. The selection will probably be made on the basis of <br />interviews. We ask first for the desire and then we can train. <br /> <br />Mr. Cich explained to the Board the implications of vicarious liability in that as agents of the City, <br />the City becomes liable for their actions. We need to have capable individuals in these capacities <br />making the decisions. <br /> <br />Mr. Hartley stated that he agrees that we need more structure to the organization but that we fkst <br />need to spell out the responsibilities of the positions and choose the people with that in mind. He <br />stated that he would like to see draft job descriptions before approval of a change in organization. <br /> <br />Chief Hoeke stated that this is not an unusual request. Most departments have this type of an <br />organization. He stated that he would like to see this in place by the time our contracts with the Elk <br />River and Anoka/Champlin Fire Departments expire. Chief Hoeke said to keep in mind that these <br />are volunteer positions. <br /> <br />Motion by Mr. Cich and seconded by Mr. Hartley to table the request for modification of Fire <br />Department organization and request Kay McAloney, Personnel Coordinator, to prepare job <br />descriptions for the Lieutenant position. <br /> <br />Motion carded. Absent: Board Member Bawden. <br /> <br />Case g7: Discuss Need for Back-up Pumper: <br /> <br />Chief Hoeke asked the Board what their feelings are regarding purchasing a back-up pumper <br />sometime in the future. <br /> <br />Mr. Hartley questioned how we can provide a sealed bid (in reference to Coon Rapids' pumper) <br />when the amount has to be approved by the City Council at a public meeting. <br /> <br />Chief Hoeke said that he can't answer that; Coon Rapids is requesting a sealed bid. <br /> <br />Fire Board/December 6, 1989 <br /> Page 3 of 5 <br /> <br /> <br />
