Councilmember Pearson asked if they will be using the existing Highway 10 access to the Dillon
house for customer use.

Jeff Hickman, applicant, stated they are using the new garage and want to improve the look of
the business since this is the gateway to Ramsey. He stated they want the best looking operation
they can have. Mr. Hickman stated he doubts people will use that access but several may. He
stated they are trying to encourage customers to use the Sunfish Lake Boulevard entrance but it is
good for them to have the Highway 10 entrance as well.

Assistant Community Development Director Trudgeon stated there is currently two access points
from Highway 10.

Mr. Hickman stated they advertise that they are located on Sunfish Lake Boulevard so more
customers are using that access. He doubted many customers would gain access form the Dillon
driveway.

Councilmember Pearson asked if there is a right turn lane into the Dillon driveway.

Mr. Hickman stated there is only a roadway shoulder. He stated they don't want to rent out the
Dillon home for residential use and are making this request so they can use it for Plants and
Things.

Councilmember Kurak thanked Mr. Hickman for the recent site improvements, including the
fence.

Mr. Hickman stated their long-term plan is to pave everything but that work is being held up by
the sewer project that will come in from the back.

Councilmember Kurak requested that Mr. Hickman relocate all of the merchandize behind the
right-of-way stake.

Mr. Hickman stated the concrete paths will allow customers to see the merchandise and better
define their boundary.

Motion by Councilmember Pearson, seconded by Councilmember Kurak, to approve the
proposed site plan for the Plants and Things accessory building subject to:

a)

b)

Compliance with City Staff Review Letter dated August 29, 2003, revised September
19, 2003.
The Applicant entering'into a Development Permit with the City.

Motion carried.
