Assistant Director of Public Works Olson reviewed the location of the tree preservation line and
the reason there was some confusion over the location of the line.

Councilmember Zimmerman stated that there is perception by the residents that the original tree
line was not staked properly.

Councilmember Kurak stated that the neighbors that live along this development have been very
closely watching the area and she had personally talked to Ms. Dvorak about the issue and she
wanted it known that she was satisfied with what was taking place on the site.

Steve Thurland, 14700 Potassium Street NW, Ramsey, inquired as to how many more trees will
be removed from where the current silt fence is located.

Mr. Kangas noted that the silt fence has been relocated to the actual tree preservation line.

Mr. Thurland stated that it seemed like the existing residents are constantly having to come back
and give more to the development. The development was a sensitive issue and trees were a big
concern so it gets frustrating when they are back months later finding out that there may be more
trees removed.' He also expressed concern that he did not see the issue placed on any work
session agenda and apparently the Council discussed the issue previously at a work session and
the residents only received notice of this meeting on the day of the meeting. He stated that the
process really concerned him.

Sandy Bertzyk, 6001 - 146th Avenue NW, Ramsey, stated that she moved into her home seven
years ago and she was told at that time that their road would go through and that there would be
future development. She stated that she was very appreciative of how available the developer has
been to the residents and how willing they have been to save and replace trees.

Councilmember Cook stated that he believed that the developer and the City have done
everything they can to preserve trees on this site. In addition, he felt that the developer had done
a good job with meeting with the neighbors to try and address their qoncerns.

Councilmember Kurak stated that there has been an enormous amount of improvements done on
the property and the developer has brought in a lot of very large trees into the development.

Councilmember Zimmerman inquired if the City requires developers to install a silt fence before
grading occurs to preserve trees.

Assistant Director of Public Works Olson replied yes.

Councilmember Pearson stated that his number one goal was to save as many trees as possible
and he felt that they have done that.

City Council/October 14, 2003

P69
