Instead of getting into an argument about whom to blame he wanted to focus on hoTM to <br />correct the situation. <br /> <br />Mayor Gamec inquired as to how they can correct the situation. <br /> <br />Assistant Director of Public Works Olson explained that drainage and utility easement policies <br />have changed over the years and City staff does their best with the information they are supplied. <br />At this point they should identify the easement elevation to determine what can be ponded within <br />those elevations and if there is no alternative they should contact the adjacent property owners- <br />about purchasing the necessary easements to allow for drainage to the necessary level. <br /> <br />Councilmember Elvig stated that it seemed that they needed more information before taking any <br />action on the drainage issue. <br /> <br />Assistant Director of Public Works Olson recommended that the City Council act on the tree <br />preservation issue and bring the drainage issue back to the next Public Works Committee <br />meeting. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to approve <br />modifications to the tree preservation area subject to conditions identified in the staff <br />recommendation. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Pearson, Cook, and <br />Elvig. Voting No: Councilmembers Strommen and Zimmerman. <br /> <br />It was noted that the drainage issue will be discussed on October 21st at the Public Works <br />committee meeting. <br /> <br />Jay Mall, 14660 Potassium Street NW, Ramsey, stated that he was opposed to any more removal <br />of trees. In regards to the' drainage issue, he has been in his home for four years and this was the <br />first time they have had their low area wet all summer. The water table has definitely changed in <br />the area. <br /> <br />Case #2: <br /> <br />Re-Introduce Ordinances Implementing a Gas Franchise Fee on Centerpoint <br />Energy, Minnegasco, a Division of Centerpoint Energy Resources Corp., a <br />Delaware Corporation, for Providing Gas Energy Service within the City of <br />Ramsey, and Implementing an Electric Franchise Fee on Connexus Energy, a <br />Minnesota Cooperative, and the City of Anoka, a Municipal Electric <br />Distributor, for Providing Electric Energy Service within the_City of Ramsey, <br />Minnesota <br /> <br />Finance Officer Lund stated that ordinances representing a franchise fee with a fixed percentage <br />rate of 4.5 percent were presented to Council for review and discussion at its regular meeting of <br />May 27, 2003, introduced at a public hearing on June 24,. 2003, and brought to CoUncil' for <br />adoption on July 22, 2003.
