the water to drain through the ditch system. It was staff's recommendation that the pond be
outletted to the east ditch to minimize the impact on the residents.

Councilmember Pearson inquired as to what type of lighting is being proposed because he wants
to make sure the lighting impact is minimal on the existing residents.

Community Development Director Frolik replied that the applicant did submit the proposed
lighting plan, but the City Engineer has not had time to review the plan. Any approval would be
contingent upon the City Engineer review and approval of the lighting plan.

Assistant Director of Public Works 01son noted that the revised plan does show that the residents
are quite protected.

Councilmember Cook inquired if it was possible to table action since there are so many
outstanding issues.

Assistant Director of Public Works Olson replied that the developer would like to get started
because it will be getting cold very soon.

Nell Frazen, lawyer representing Pearson Investments, LLC, stated that the issue with the curb
cut is that they have a limited amount of available land in front of the service bays in order to
accomplish entry and exits into the service bays. What they were proposing is the same as what
Shorewood RV has for their service bays.

Councilmember Elvig inquired if there would be customer travel around the entire building.

Rick Olsen, SEH Architect, stated that typically there are customer traffic routes around the
entire building., but the area where units are being stored for service is typically gated off with a
security fence.

..Assistant 'Director of Public Works Olson inquired if it would be possible to move the building
back to accommodate a better access.

Mr. Rick Olsen replied that the turning radius on the south side of the building accommodates
the smaller units, but it will not accommodate the larger units.

Councilmember Elvig stated that he was in favor of the wider cut at 100 feet, simply because he
has experience with driving a large motor coach.

Assistant Director of Public Works Olson suggested that they receive some input from the Police
Department prior to approving the width of the drive to make sure they do not feel it will cause
any safety concerns.

Councilmember Kurak inquired if there was a way to allow them to move forward with grading
and yet still come back with a plan with some of the concerns addressed.

City Council/October 14, 2003

P81
