CASE

PUBLIC HEARING
REQUEST FOR A HOME OCCUPATION PERMIT;
CASE OF JULIE LORGE
By: Amy Geisler, Associate Planner

Background:

The City has received an application from Julie Lorge for a home occupation permit to establish
a one-chair hair salon in her home located at 7021 153rd Ave NW.

The following items are enclosed for your information:

a)
b)
c)
d)

Site location map
Proposed hair salon layout
Proposed findings of fact
Proposed home occupation permit

Notification:

In accordance with State statute, Staff notified property owners within 350 feet of the subject
property of the public hearing,

Observations:

Julie Lorge is proposing to relocate her established one-chair hair salon from her previous home
in Ramsey to the subject property. The applicant properly applied for and received a home
occupation permit for the salon at her previous home in 1994. The City has not received any
complaints about the applicant's salon business. City Code restricts home occupations to 20% of
the gross floor area of the home. The room in which the home occupation will take place is 312
square feet (13 x 24), which equates to about 18% (312/1650) of the gross floor area. The
applicant will continue to be the sole employee, and expects to service approximately 25-30
clients per week. Clients would typically visit the salon on weekdays with occasional evening
and weekend appointments.

Several similar home occupation permits have been issued by the City in the past.

Recommendation:

City staff recommends approval of the request for home occupation permit.

29
