CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF RIVERBROOK: <br />CASE OF WAYNE MELOCHE <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Wayne Meloche is requesting sketch plan review of a minor subdivision to plat two rural <br />residential lots, consisting of one existing homestead and one additional lot. The subject property <br />is located at 17400 Erkium St. NW. <br /> <br />The fbllowing items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />c) <br /> <br />Site location map <br />.Proposed sketch plan <br />Proposed resubdivision plan <br />City Staff Review Letter dated October 31, 2003 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />recently adopted a policy requiring notification of a proposed subdivision be sent out to residents <br />within 350 feet of the subject property during sketch plan submittal. Staff attempted to notify <br />property owners within 350 feet of the subject property. <br /> <br />Observations: <br /> <br />The sketch plan is proposing to plat two rural residential lots: 1 for the existing homestead and 1 <br />for the applicant's daughter and son-in-law. The subject area is located outside the Metropolitan <br />Urban Service Area (MUSA) and is zoned R-1 Rural Developing. The subject property is <br />partially located within the Rum River Scenic Riger Overlay District. The proposed plat meets <br />the requirements set forth for this district. Additionally, staff has received comments from the <br />DNR, which has no major concerns about the proposed plat. <br /> <br />Both lots meet the minimum dimensional and area standards established in the R-1 Rural <br />Developing and Rum River Scenic River Overlay Districts. <br /> <br />The applicant was granted a variance to subdivision standards (public road access requirements) <br />by the Board of Adjustment on October 2, 2003. There is no public road that accesses the <br />proposed plat. Staff is recommending that the development agreement for this plat include <br />language requiring the applicant to pay for costs associated' with City acquisition and <br />improvements of the private road easement to the north. It would be at the City's discretion to <br />determine when and if such an acquisition would be necessary. <br /> <br />Both lots will be served by served by septic systems.
