CASE #: ~

REQUEST FOR SKETCH PLAN APPROVAL OF VALVISTA ESTATES
CASE OF EUGENE VALERIO
By: Megan Wald, Associate Planner

Background:

Eugene Valerio is requesting sketch plan approval to create two new lots from his existing 9.67
acre parcel located at 16514 Jaspar Street NW.

The following items are enclosed for your information:

a) Site location map
b) Sketch plan
c) City Staff review letter dated October 31, 2003

Notification:

The plat is a minor subdivision and is not subjected to a public heating. Information regarding
the sketch plan request was sent to residents within 350 feet of the subject property~

Observations:

Mr. Valerio owns a 1.9 acre parcel, where his single family home. is located, and a 7.77 acre
parcel located immediately adjacent to his homestead (for a total of 9.67 acres). The applicant is
proposing to create two 2.5 acre parcels and maintain his existing single family home on a 4.67
acre parcel.

The property is located within the Rural Developing Area and therefore subject to a 2.5 acre lot
minimum, all lots meet or exceed this requirement. All three lots meet or exceed the 200 feet of
frontage on a public road requirement. The newly created lots will gain access from 166th Avenue
and the existing single family home will continue to gain.public access from Jaspar Street

The sketch plan is showing three areas where wetlands are apparent. City Code requires wetlands
to be delimitated on all plats under 10 acres in size. A wetland delineation will need to be
completed prior to Final Plat review by the City Council.

The City Engineer has reviewed the soils map in this area and has determined that there is
sufUcient Class I soils to support a primary and alternate septic system.

The plat will be reviewed for park dedication requirements by the Park commission at their
November meeting.

Recommendation:

City Staff recommends approval of the sketch plan.

87
