02 <br /> <br />Valvista Estates <br />Sketch Plan Review <br />October 3 l, 2003 <br />2 of 2 <br />Easements: The standard l0 feet (5 feet along corn_mort boundary lines) drainage and utility <br />easements are provided around the perimeter of all three lots. Wetlands located on the subject <br />project area muss be encumbered with drainage and utility easements. <br /> <br />Existing Homestead: The existing single family home will need to comply with the R-1 Single <br />Family residential setbacks. <br /> <br />Soils: Except for wetland areas, the soils on this plat consist of Anoka, Nymore, and Zimmerman <br />groups. All three groups of Class I soils have slight, or moderate limitations for on site septic <br />systems. Because of the amount of Class I soils on the property,, documentation of areas for <br />inkial and replacement septic systems will not be required. <br /> <br />Access to Lots. The subdivision is not proposing construction of new streets into the plat. The <br />two newly created lots will receive public access from 166t" Avenue or ,la,spar Street and the <br />existing homestead will maintain access onto Jaspar Street. <br /> <br />Utilities: All lots will be served by on-site sewer and water. <br /> <br />Park Dedication: The sketch plan will be forwarded to the November Park Commission <br />meeting tbr a recommendation on Park Dedication. The City has the option for cash, land, or a <br />combination of land and cash. The City's 2003 park dedication fee is $1,800 per residential lot, <br />existing homesteads are exempt from park dedication ~'ees. The plat will be subject to the park <br />dedication rate in effect at time of final plat approval. Park dedication fees must be paid prior to <br />the City releasing the plat for recording at Anoka County. <br /> <br />Trail Fee: The City has established a tra/1 development fee at a rate of $475 per unit. This fee <br />must be paid tbr the two newly created lots prior to the City, releasing the mylars for recording. <br /> <br />Stormwater Management Fee: The City has enacted a Storm~vater Management Fee at a rate <br />of $375.00 per unit. This tee must be paid for the new lots created prior to release of the final plat <br /> recording. <br /> <br />The Ramsey Planning Commission will be meeting at 7:00pm on Thursday, November 6, 2003 <br />at the Ramsey Fire Station located at [5050 'Armstrong Boulevard, to consider your request for <br />sketch plan approval.
