Case # <br /> <br />DISCUSS DRAFT RESIDENTIAL ZONING DISTRICT LANGUAGE <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />The City Council discussed architectural standards for multifamily development at its July <br />29, 2003 work session. Assistant Community Director Trudgeon informed the Council that <br />the Housing Committee would be taking up architectural standards with the hope of making a <br />recommendation to Council in the near future. The Housing Committee began its discussion <br />of architectural standards at-the August 21, 2003 meeting. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Draft re-write of R-2 and R-3 Residential Zoning Districts <br /> <br />Observations: <br /> <br />The attached draft is the second revision to date, based on discussion at the Housing <br />Committee's last two meetings. Staff is looking for direction from the Committee on any <br />needed changes in order to forward the draft code to the EDA at its November meeting. Staff <br />will then forward the Code to the Planning Commission and ultimately the City Council. <br /> <br />At the meeting, staff will again show photographs from recent multi-family developments in <br />the City, along with pictures taken on our recent Ryland Homes tour, in hopes of seeing how <br />the proposed language would be used to analyze an actual development. <br /> <br />There are several issues that still need to be resolved in the current draft: <br /> <br />How should apartment-style buildings with a common entrance be handled? Our <br />discussions to date have focused on townhome-style buildings with individual entrances. <br />Should the standards be enforced on all sides of the building or just the front? How <br />should the front be defined? <br /> <br />RHC Action: <br /> <br />Discuss the attached draft and direct staff on necessary changes, additions, or deletions <br />before sending the document to the EDA. <br /> <br />Review Checklist: <br />City Administrator <br />Assistant Community Development Director <br /> <br />RHC: 11.6.03 <br /> <br /> <br />
