landscaping requirements that will be necessary for each unit. <br />As the City Council may recall, the City recently ammended portions of its development review process. One of <br />those items approved was to allow developers to request Preliminary Plat and Final Plat approval concurrently on <br />the same evening. Preliminary Plat approval is the stage in the process that gives the proposed development a <br />majority of entitlements to move forward. The Final Plat approval is the stage to move the approved Plat to the <br />recording stage. The City Council has the option this evening to approve the Preliminary Plat, but not the Final <br />Plat, if it so chose. However, it appears that the Final Plat is consistent with the Preliminary Plat as recommended <br />for approval by the Planning Commission. As such, Staff would recommend that the Preliminary and Final Plat <br />could be approved this evening <br />Recommendation: <br />The Planning Commission held a Public Hearing at a Special Meeting on June 12th, 2012 and recommended <br />approval of the Preliminary Plat, contingent upon the following: <br />1. Required amendments as outlined in the attached Staff Review File dated June 15, 2012 <br />2. Approval of the Zoning Amendment for the four (4) single-family units within North Commons <br />3. Response from the Anoka County Highway Department <br />Funding Source: <br />All costs associated with reviewing the Application are being handled as part of regular Staff duties, as this is a <br />project being proposed by the HRA. <br />Council Action: <br />Motion to approve the Preliminary Plat; <br />- AND- <br />Motion to approve the Final Plat; <br />- AND- <br />Motion to adopt the Ordinance approving the Zoning Amendment for the four (4) single-family lots adjacent to <br />North Commons from COR-5 to COR-4a. <br />All contingent upon the following: <br />1. Required amendments as outlined in the attached Staff Review File dated June 15, 2012 <br />2. Approval of the Zoning Amendment for the four (4) single-family units within North Commons <br />3.
