ORDINANCE #12- CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN AMENDMENT TO CHAPTER 117 WHICH IS KNOWN AS THE ZONING AND SUBDIVISION OF LAND CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. AN ORDINANCE AMENDING SECTION 117-355 (RESIDENTIAL DEVELOPMENT OFF-STREET PARKING) OF THE RAMSEY CITY CODE. The City of Ramsey ordains: SECTION 1 AUTHORITY This ordinance is adopted pursuant to and under the authority of the City Charter of the City of Ramsey. SECTION 2 AMEND Section 117-355 of the Ramsey City Code is hereby amended to include the following text: (f) The "GF game fair parking overlay district," is established as shown on the official zoning map accompanying this code. Notwithstanding the provisions of section 117-355 to the contrary, game fair parking on residentially zoned property may be permitted in required side and front yards only during the period of the annual "Game Fair" conducted by Armstrong Kennels. SECTION 3 SUMMARY The following official summary of Ordinance #12- has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. It is the intent and effect of Ordinance #12- to amend Ramsey City Code Chapter 117 (Zoning and Subdivision of Land) Section 117-355 (Residential development off-street parking) to provide for off-street parking in the front and side yard of residentially zoned properties within the overlay district. The Game Fair is an important community event drawing a number of spectators, resulting in a unique requirement for off-street parking in order to ensure public streets are kept clear to allow for traffic flow and pedestrian safety. Due to the infrequent nature and need for this temporary parking situation, it is appropriate to allow parking within the front and side yard without typical concern of aesthetics and erosion.
