CC Regular Session 4. 7. <br />Meeting Date: 07/24/2012 <br />Submitted For: Len Linton By: Len Linton, Engineering/Public Works <br />Information <br />Title: <br />Consider Change Order for City Improvement Project #12-24 Division B <br />Background: <br />Last summer the City experienced several significant rainfall events that let to many localized flooding concerns <br />and resident complaints. The large volumes of precipitation that occurred over a short period of time appears to <br />have elevated the groundwater within areas of the City and prohibited the generous rate of infiltration that typically <br />takes place in the the Anoka sandplain. The concerns were discussed several times at the Public Works Committee <br />and three categories were established: <br />1. Those that required no further action. <br />2. Those that required additional investigation and evaluation before deciding on a long term solution and <br />implementing corrective actions. <br />3. Those that had an identified recommendation for immediate action. <br />The ponding area at 5810 164th Lane fell into the third category. This project was included in Division B of the <br />2012 Storm Sewer projects. The proposed culvert is located at the natural low area along the street. This is the <br />middle of a yard and is not covered by a drainage and utility easement. The homeowner was not interested in <br />granting a drainage and utility easement at this location so the water will need to be routed to the drainage and <br />utility easement along the east side of the lot. This will require the removal of 11 trees and excavation of a trench <br />to allow the water to drain.
