landfill but it is still insufficient to satisfy himself. ~he City has
committed to the development of an airport; succeeded in recodification of
ordinances which should lead to greater organization and more effectivity;
received a bond rating improvement to A1 which speaks well for the City and
it's past administrators. Mayor Heitman stated that prior to his campaign he
stated that communication is important; he still feels communication is
important and that there is more that can be done to improve communications
between Council and citizens. Mayor Heitman stated that the landfill is still
a problem and without appropriate legislation, Ramsey will not have the
safeguards and assistance it needs as a host community. With respect to the
air~ort, Council has indicated willingness to commit approximately $500,000 of
City money to airport development; this warrants the taxpayers involvement.
Mayor Heitman encourages the citizens to get involved and let their voices be
heard. Mayor Heitman stated that he would like to see more aggressive
enforcement of ordinances on the books; it is up to Council, as residents, to
make sure those ordinances are enforced appropriately. Mayor Heitman stated
that he wants to maintain a realistic approach to the services and desires of
the citizens. Mayor Heitman stated that it takes Council and citizen
involvement to make this government effective.

c~s~ ~]: AD~aran~e Bv Senator ~r~a_D~hl:

Senator Dahl stated that the 1986 legislative session will not be an easy one;
there is a State deficit of $700,000,000 but because of a 'rainy day' fund that
was established, the State will only have to deal with a shortfall of
$400,000,000. Senator Dahl stated that he has made a commitment to deal with
deficit without raising taxes or cutting education aids. Senator Dahl stated
that he is aware of Ramsey's concerns regarding the landfill; it has been
his privilege to work for a strong Superfund; and he voted to resist all
amendments to weaken the Superfund in the last legislative session. With
respect to the R~n River Bridge Crossing, Senator Dahl stated that it is
difficult to obtain special legislation for funds for a specific highway but he
does have a good working relationship with the Commissioner of the Department
of Transportation and he is willing to meet with him regarding this matter.
Senator Dahl stated that he was the chief author of the 'Lemon New Car Bill'
and he wants to see those same protections provided for used car buyers.
Senator Dahl stated that he is also working on legislation to assist farmers as
the Federal Farm Bill was less than hoped for. Senator Dahl stated that he is
researching a program whereby State revenues that do not have to be spent
immediately could be deposited in rural banks with the understanding that those
funds be used to make short term operating loans to farmers. Senator Dahl
stated that he is also working on: legislation to prohibit merchants from
adding a surcharge to credit card purchases, encouraging pension fund
investiment, establishing a Minnesota 'C' Capital Fund to assist businesses in
getting started, park legislation in Anoka County, bank legislation, watershed
board legislation, cleaning up Crooked Lake and storm shelters and tie-downs
for mobile home residences. Senator Dahl stated that he hopes the positive
relationship between he and Ramsey will continue in the 1986 Legislative
Session and he will work to address Ramsey's concerns.

Councilmember Reimann referred to Senator Dahls mention of a program to deposit
State money with rural banks and inquired as to the consequences if the State
does not get paid back.
January 28, 1986
