large sections of road badly in need of repair because at %he time of <br />blacktopping the soft spots were not dug out and replaced with a firmer <br />material. ~he cost of repairs in this area will be extensive and costly and <br />concerned with who will be paying for those repairs that could have been <br />avoided with correct blacktopping procedures. <br /> <br />John Lloyd - 178th - Riverwood Hills Unplatted - Confirmed Mr. Bruce's <br />statement and added that the crack in the road is at least 1" wide and <br />continued on into his driveway. Inquired if he had any legal recourse where <br />the contractor is concerned. <br /> <br />Mr. Raatikka replied that the City will take care of necessary roadway repairs <br />but homeowners are responsible for repairing their own driveways. <br /> <br />Bob Bruce - Stated he is sure the City minutes will reflect that there were <br />problems with the road 3 weeks into the one year guarantee on construction. <br />Sealcoating is a waste of money until the road is properly constructed. <br /> <br />Don Brown - Riverwood Hills - Stated he initiated the petition in this area <br />requesting blacktop improvements and there was an agreement with City Council <br />that the City would maintain the roads. Sealcoating is not an improvement, it <br />is a maintenance item. Many of the residents are still paying for the blacktop <br />construction and do not intend to pay a second assesmnent for a maintenance <br />item that should be covered in the general taxes. If the City made an error <br />and did not bond enough funds at the time of construction to take care of <br />maintenance, it is the City's problem. <br /> <br />Steve Mackey -Countryside Estates - Agreed that sealcoating is a maintenance <br />item; contacted a number of cities and none of them assess for maintenance. <br /> <br />George Adams - 4850 177th Avenue - Confirmed that City did state they would be <br />responsible for maintaining the roads. <br /> <br />Mrs. Bruce - Stated that if her road ever gets properly repaired, she feels <br />sealcoating should be a maintenance item that should have been covered in the <br />initial assessment for road construction. <br /> <br />Mike Drossel - Sports Haven - Stated that he has been in the asphalt business <br />for 14 years and his experience has been that sealcoating is done one to two <br />years after road construction. Have lived in the area a number of years and <br />have yet to see a City or County crew doing any maintenance on the roads. <br />~here are cracks in the road that are 1-1/2" wide that weeds grow through. <br /> <br />B. Riewe - Countryside Estates - Sealcoating should be considered maintenance <br />and should be taken from general taxes as everybody benefits from all roads. <br />Prepared a petition for sealcoating and one against sealcoating; obtained more <br />than 30 signatures opposing sealcoating and no signatures for sealcoating. <br />Suk~nitted petition to City Council. <br /> <br />Tom Woodfill - 9052 175th Lane - Countryside Estates - Was originally against <br />blactopping because of the poor drainage in the area but the project passed and <br />construction took place in the late Fall season.
