Councilmember Sorteberg stated that as a builder, he doesn't want the building <br />inspector learning the job at his expense. <br /> <br />Mayor Heitman stated that in reviewing the pros and cons, he would have no <br />objection to hiring a Class I inspector with the ability to learn City <br />ordinances and serve as Ramsey's Community Services Officer. <br /> <br />Mr. Hartley pointed out that last year Ramsey took in more revenues from <br />building inspections than was spent, including the inspector's salary. <br />Mr. Hartley stated that Mr. Wirz cannot keep up with assessing and building <br />inspections and Staff cannot keep up with incoming complaints; Ramsey needs a <br />full time building inspector. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann authorizing <br />City Staff to readvertise the position of Building Inspector in all the <br />appropriate publications, including the Ramsey Resident newsletter. Further, <br />that the ad will indicate: 1) Ramsey's desire for a Class I Inspector but <br />applications from persons currently seeking, or willing to seek, Class I <br />certification will be considered; 2) That the person is willing to incorporate <br />community service tasks into the position; 3) That the position will be a full- <br />time; 4) That the deadline for accepting applications will be April 25, 1986. <br />5) That applications received from the previous advertisement will not be <br />excluded from consideration. <br /> <br />Further Discussion: Mr. Hartley stated that he will contact former applicants <br />to inform them of Council's decision to readvertise and the desire for <br />incorporating community services tasks; he will then verify whether or not <br />those applicants wish to remain under consideration for the position. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Reimann and Cox. <br />Voting No: Councilmembers Sorteberg and Schlueter. <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Cox to set a salary range <br />of $26,000 to $32,000, depending on education and experience, for the position <br />of building inspector. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />C_~ Nuisance Ordinance; Review of Enforcement Policy: <br /> <br />Mr. Hartley stated that Ramsey's enforcement policy regarding the nuisance <br />ordinance has been criticized for effectivity and Staff was directed to <br />consider rigorous enforcement. Mr. Hartley recommended that the City take a <br />positive approach to the problem and encourage citizens to clean up their <br />properties with some assistance from the City. Waste Management of Minnesota <br />is willing to open the landfill for a Ramsey Clean Up Day if the City picks up <br />the tonnage tax on refuse received that day. The City could coordinate the <br />hauling away of junk vehicles at the hauler's expense. Other options include <br />withdrawing the nuisance ordinance which cuts down on enforcement or <br />strengthening the restrictions and enforcement language in the ordinance. <br /> <br />April 3, 1986 <br /> <br />Page 2 of 4 <br /> <br /> <br />
