PROCEEDINGS OF CITY COUNCIL <br /> CLOSED EXECUTIVE SESSION <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsay City Council conducted a closed executive session on Thursday, April <br />3, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilmember Jean Schlueter <br />Councilmember Arnie Cox <br />Councilmember Gary Reimann <br />Councilmember A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Heitman called the closed session meeting to order at 9:27 p.m. and <br />stated that the purpose of the closed session was to review the negotiating <br />position of the City of Ramsey with respect to the AFSCME contract proposal. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Discussion Of AFSCME Union Contract Proposal: <br /> <br />Mr. Hartley stated that a lot of changes have taken place in the contract since <br />mediation began and his emphasis has been to maintain flexibility of <br />management's rights. <br /> <br />Mr. Hartley proceeded to review the contract proposal with Council. <br /> <br />1) Article 1 - Preamble and Purpose of Agreement - Mr. Hartley stated that <br />Items 1.3 and 1.4 are new items with language referring to preventing work <br />stoppage and promoting harmonious relationships between employer and employee. <br /> <br />Councilmember Cox noted that it is only the intent of Item 1.3 to prevent work <br />stoppage; it doesn't mean that a strike cannot happen. <br /> <br />Mr. Hartley stated that Councilmamber Cox is correct but there is another <br />article in the contract that addresses strikes. <br /> <br />2) Article 2 - Definitions - Mr. Hartley noted that Items 2.7 through 2.11 are <br />additional definitions that have been added for clarification purposes that <br />provide the employer the means to identify and control the status of each <br />employee. <br /> <br />3) Article 3 - Recognition - Mr. Hartley stated that this section has been <br /> April 3, 1986 <br /> <br />Page 1 of 6 <br /> <br /> <br />
