Mr. Hartley replied that Mayor Heitman's interpretation is correct. <br /> <br />Mayor Heitman inquired if comp time is accumulated at time and one-half and <br />expended at straight time. <br /> <br />Mr. Hartley replied that Mayor Heitman's understanding is correct and noted <br />that the accumulation and expending terms for comp time are'State law. <br /> <br />Mr. Hartley stated that Item 8.8 reserves the right of the employer to refuse <br />the employee request for comp time versus overtime pay rate; this langua§e is <br />taken from the Fair Labor Standards Act. <br /> <br />Councilmember Cox inquired why a limit of 40 hours accrued comp time wouldn't <br />be just as much to the employer's advantage as 80 hours. <br /> <br />Mr. Hartley stated that he might be able to sell the idea of 80 hours maximum <br />comp time, but not 40. <br /> <br />Mr. Goodrich stated that Ramsey has a small staff and would not be able to <br />function appropriately if they were forced to keep taking time off to hold <br />their accumulated comp time down to 40 hours. <br /> <br />Councilmember Cox stated that with the ability to accumulate 80 hours of comp <br />time, employees can take off for extended periods of time and this could cause <br />problems. <br /> <br />Mr. Hartley replied that the employee compensatory time off is subject to <br />employer approval. <br /> <br />The City Council requested that language be added that limits the amount of <br />comp time carry-over, year to year, to 40 hours. <br /> <br />9) Article 9 - Sick Leave - Mr. Hartley stated that past practice has been <br />that an employee can use their sick leave if they or someone in their family is <br />sick and requires their presence; that provision is included in this contract. <br />Mr. Hartley encouraged Council's approval of this provision because in a day <br />and age of both spouses working, it is better to have the employee using their <br />sick leave to be home when it is required rather than be at work worrying about <br />the family member sick at home. The sick leave that is granted for funerals <br />has been changed to 3 consecutive days. The employer has the authority to <br />require the employee to submit a medical certificate to substantiate sick <br />leave. <br /> <br />Councilmember Cox inquired about the practice of employees taking time off to <br />bring children to doctor and dentist appointments. <br /> <br />Mr. Hartley stated that these errands are treated fairly liberal but he does <br />make it a practice to verify these absences. <br /> <br />Mayor Heitman inquired if there is some other source of income to the employee <br />that kicks-in in the event of catastrophic illness. <br /> <br />Mr. Goodrich stated that Workman's Comp kicks in right away. <br /> April 3, 1986 <br /> <br />Page 3 of 6 <br /> <br /> <br />
