They can compare their performance with the <br />values of other jurisdictions' performance for any given indicator, the mean (average) value for all <br />the reporting jurisdictions, and /or the median (middle) value for all the reporting jurisdictions. <br />Additionally, jurisdictions should look closely to assess the reasons for their performance level and, <br />where appropriate, develop plans for improvement.
