(Non - participants do not receive access to the <br />raw data.) <br />Explanatory Notes <br />Figure 9 -3 <br />• It is important to note that the degree to which a jurisdiction is able to recover costs may be <br />influenced by outside factors such as state laws, local ordinances, and the willingness of users to pay <br />for services. Moreover, a jurisdiction may choose to reduce or eliminate fees for some parks and <br />recreational activities in order to increase access to those activities. <br />• Some jurisdictions benefit from the provision of parks and recreation services by outside <br />organizations, thereby reducing both operating and maintenance expenditures and revenues. <br />• The graph includes one or both expenditures and /or revenue per capita based on a jurisdiction's <br />information reported for FY 2011. No jurisdictions reported a value of zero. All jurisdictions for <br />which a value is not shown did not report the data. <br />Figure 9 - 4 <br />• Some jurisdictions offer programs that do not have a capacity limit. In most cases, these programs <br />are not factored into the calculation for this figure, but if they are, jurisdictions may report a lower <br />number percentage of programs filled to capacity. <br />Figures 9 - 5 & 9 - 6 <br />• Citizen ratings of overall satisfaction with parks and recreation may be artificially high or low, <br />because of citizens' perceptions of the parks, recreational programs, and other facilities within or <br />near the jurisdiction that are maintained by agencies other than the local government conducting <br />the survey. In other words, a county may have state park facilities within its boundaries, and the <br />state - operated parks, recreational programs, and other facilities may be more or less satisfactory <br />than the county- operated parks, recreational programs, and other facilities. Because residents are <br />likely unaware of which government provides parks and recreational services, their overall <br />satisfaction with parks and recreation in the county may be based on their experience with the <br />state - operated parks, recreational programs, and other facilities. <br />OICMA Center for Performance Measurement'' <br />
