Marguerite Henke - 8062 154th Avenue - Stated that taxing districts is not a
fair assessment. The runoff from Whispering Pines flows to a pond north of the
development; none of the runoff flows across Cry. Rd. #83. 0nly the properties
benefitting from the improvements should be taxed.

Mr. Raatikka stated that the estimated cost for Phase I improvements in the
South Central Drainage District would be approximately $400,000. Estimated
cost per $70,000 household would be $175/year over a 10 year period. A
complete storm sewer system, if necessary, would be 2.3 million dollars.

Mayor Heitman noted that drainage district boundaries were based on topography;
has any consideration been given to basing boundaries on intensity of problems
and the probable level of development?

Mr. Raatikka replied that those items were not taken into consideration;
boundaries were based on where water flows and physical boundaries.

Mayor Heitman inquired if there is a benefit in not declaring the entire city
as a taxing district.

Mr. Hartley replied that the real test would be confidently identifying the
entire city as a drainage district; it has been done in other cities when the
topography lends itself to that kind of action.

Mr. Goodrich stated that the ordinance says areas shall be described with
particularity to be included within the taxing district; there has to be an
area of benefit and some areas really don't need taxing districts.

Mayor Heitman noted that the entire city is going to be involved anyway if it
requires 10% of the registered voters to stop a project.

Mr. Goodrich stated that Ramsey's bonding attorney advised against
incorporating the entire City as a storm sewer taxing district; don't know the
particulars of that advice.

Motion by Mayor Heitman and seconded by Councilmember Cox directing the City
Attorney and the City Administrator to review the possibilities and
implications of establishing the entire community as a Storm Sewer Taxing
District and report back to Council with that information.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

Motion by Councilmember Cox and seconded by Mayor Heitman to direct City Staff
to place the subject of Storm Sewer Taxing Districts on the April 29, 1986
Special Council Meeting Agenda.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

Donald O'Connor - 15531 Iguana - Referred to comments stating that drainage
does not flow from Whispering Pines to Cty. Rd. #83; could that issue be
discussed at the April 29 Council Meeting?
April 22, 1986
