Marguerite Henke - 8062 154th Avenue - Stated that taxing districts is not a <br />fair assessment. The runoff from Whispering Pines flows to a pond north of the <br />development; none of the runoff flows across Cry. Rd. #83. 0nly the properties <br />benefitting from the improvements should be taxed. <br /> <br />Mr. Raatikka stated that the estimated cost for Phase I improvements in the <br />South Central Drainage District would be approximately $400,000. Estimated <br />cost per $70,000 household would be $175/year over a 10 year period. A <br />complete storm sewer system, if necessary, would be 2.3 million dollars. <br /> <br />Mayor Heitman noted that drainage district boundaries were based on topography; <br />has any consideration been given to basing boundaries on intensity of problems <br />and the probable level of development? <br /> <br />Mr. Raatikka replied that those items were not taken into consideration; <br />boundaries were based on where water flows and physical boundaries. <br /> <br />Mayor Heitman inquired if there is a benefit in not declaring the entire city <br />as a taxing district. <br /> <br />Mr. Hartley replied that the real test would be confidently identifying the <br />entire city as a drainage district; it has been done in other cities when the <br />topography lends itself to that kind of action. <br /> <br />Mr. Goodrich stated that the ordinance says areas shall be described with <br />particularity to be included within the taxing district; there has to be an <br />area of benefit and some areas really don't need taxing districts. <br /> <br />Mayor Heitman noted that the entire city is going to be involved anyway if it <br />requires 10% of the registered voters to stop a project. <br /> <br />Mr. Goodrich stated that Ramsey's bonding attorney advised against <br />incorporating the entire City as a storm sewer taxing district; don't know the <br />particulars of that advice. <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Cox directing the City <br />Attorney and the City Administrator to review the possibilities and <br />implications of establishing the entire community as a Storm Sewer Taxing <br />District and report back to Council with that information. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Mayor Heitman to direct City Staff <br />to place the subject of Storm Sewer Taxing Districts on the April 29, 1986 <br />Special Council Meeting Agenda. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
