Motion by Councilmember Reimann and seconded by Councilmember Cox, for
discussion, to adopt Resolution #86- 64allowing Mr. Kummala's expansion of the
Iron Works Gym facility. (Please refer to resolution file for Resolution #86-

Further Discussion: Councilmember Cox disagreed with Item 1.a of the
resolution requiring Mr. Kummala to plat any additional land that may be needed
for the facility.

Amendment by Councilmember Cox and seconded by Councilmember Reimann to amend
Item ~l.a of the resolution to read as follows: 'That any additional land Mr.
Kummala may need for the expansion be subdivided in accordance with City Code
requirements before the City issues any building permits for the expansion;'

Further Discussion: Mike Kopiecki was present representing Mr. Kummala and
stated that the expansion hinges on sanitary sewer and water becoming available
and if so, how it will be funded. Mayor Heitman stated that sanitary sewer and
water to the industrial area will be discussed at the April 29 special Council
meeting.

Amendment carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

Case #10: Approval Of Critical Rivers Recreational Trail Corridor:

Ms. Norris stated that Council adopted the Environmental Protection Ordinance
in 1985 and part of that ordinance requires the City to designate a
recreational trail corridor along the Mississippi River. Designation of this
trail corridor does not require construction of the trail; it insures the trail
right-of-way will be required and acquired as the property along the river
develops.

Motion by Councilmember Sorteberg and seconded by Mayor Heitman to approve the
Critical Rivers recreational trail corridor and an alternate route to be used
if problems occur.

Further Discussion: Councilmember Cox stated that this requirement is another
example of Metro Agencies using Ramsey as a playground.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann
and Schlueter. Voting No: Councilmember Cox.

Request For Access From 138th Avenue NW; Case Of Mr. Ed Hamilton

Mr. Hamilton stated that he would like to build a home on his property directly
east of Riverside West; he would rather access the property from 138th Avenue
rather than Hwy. 10.

April 22, 1986
