After discussions with the Union, the provision intends to pay employees for <br />time in court only when it is job related. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />adopt Resolution #86- 68 approving a labor agreement between the City of Ramsey <br />and American Federation of State, County and Municipal Employees, Council No. <br />14, Local No. 2454. (Please refer to resolution file for Resolution #86~8). <br /> <br />Further Discussion: Councilmember Cox stated that the labor agreement calls <br />for a 3.8% increase in salaries over and above the Step program; present <br />inflation rate is less than 0%; government employees legally steal from <br />people's pocketbooks. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: Councilmember Cox. <br /> <br />Establishment Of Storm Sewer Taxing Districts: <br /> <br />Mr. Goodrich reviewed Mr. Hartley's memo of April 28, 1986 which in summary <br />states that the Bond Counsel did not look favorably upon establishing the <br />entire community as a drainage district; it would be more appropriate to <br />establish the community into two drainage districts (those that drain to the <br />Rum River and those that drain directly to the Mississippi River). <br /> <br />Mr. Hartley stated that Council would be required to conduct a public hearing <br />on the two districts; if Council chooses to, they can then adopt an ordinance <br />establishing two districts by a 4/5 vote. <br /> <br />Mayor Heitman inquired if there is a way to credit those persons that already <br />have paid for their storm sewer improvements through the special assessment <br />process. <br /> <br />Mr. Hartley stated that those areas are benefitting in that they received <br />relief from storm drainage years prior to other areas receiving relief; those <br />improvements that are in place will require maintenance on a regular basis and <br />those costs are fundable through the taxing districts; even though those areas <br />have paid for their systems, there is no way to exclude them from the taxing <br />districts. Mr. Hartley noted that the area already having storm sewers in <br />place is in the Tax Increment District and all of the tax increment derived <br />from that area's development goes back to that area. <br /> <br />Mayor Heitman inquired as to how taxes would be levied. <br /> <br />Mr. Hartley replied that the taxes would be levied over properties based on the <br />property taxing system of the State and costs associated with an improvement <br />would be spread across all the properties within that district. <br /> <br />Mayor Heitman inquired as to what the average cost per household would be if a <br />complete storm sewer system were constructed. <br /> <br />Mr. Goodrich stated that Mr. Raatikka has those estimates computed on a several <br />district basis but not on a two district basis being discussed tonight. <br /> <br />Mayor Heitman inquired if the two district system lends itself to parody <br />between the two districts. <br /> April 29, 1986 <br /> <br />Page 9 of 13 <br /> <br /> <br />
